SMART EYE – Kannur District Panchayat and City Surveillance Project

The SMART EYE Project of Kannur District is one of the most prestigious video surveillance initiatives undertaken by the Kannur District Panchayat, aimed at establishing a comprehensive closed-loop monitoring system across the district. The project provides continuous surveillance coverage across major public roads, key junctions, crowd assembly areas, and the administrative offices of Grama Panchayats, Block Panchayats, and Municipalities, thereby strengthening public safety and governance. The project has been successfully executed and is being professionally managed by Keralavision Kannur Distribution (PDIC), delivering a high-quality, reliable, and scalable surveillance ecosystem. The project was designed by the Centre for Information Communication and Educational Technology (CICET), Government College of Engineering, Kannur.

The scope of the project involved the establishment of a centralized, CCTV-based video surveillance system across more than 600 geographically distributed locations, comprising 1,000+ enterprise-grade, AI-enabled surveillance cameras, deployed through multiple sub-projects spanning 80+ local self-government bodies across Kannur District. The solution is supported by a robust IT/ITeS and ELV infrastructure, including structured cabling systems, high-speed wired and wireless LAN networks, and secure data, voice, and video communication channels, enabling seamless transmission of live video feeds and critical data from remote locations to centralized monitoring facilities.

The project also included the establishment of a centralized Command and Control Centre, data centre facilities, network operations centres, fibre optic backbone connectivity, passive network cabling infrastructure, and a resilient IT and active networking environment. This environment comprises high-end surveillance cameras, enterprise servers, centralized storage systems, NVR platforms, network switches, cybersecurity components, termination equipment, and network management software, collectively ensuring a stable, secure, scalable, and future-ready district-wide surveillance network.

At the core of the solution is an advanced AI-based video surveillance and analytics platform that enables real-time monitoring, intelligent event detection, and data-driven analysis. The system incorporates advanced capabilities such as facial recognition, intrusion detection, access control integration, and vehicle monitoring, significantly enhancing situational awareness and supporting law enforcement agencies in the identification, tracking, and timely response to incidents.

A fully integrated Command and Control Centre functions as the operational nerve centre of the district-wide surveillance ecosystem, enabling centralized monitoring, incident escalation, coordinated response, and informed decision-making through unified dashboards and centralized network management systems. The Command and Control Centre also facilitates seamless communication and collaboration between control room operators, field teams, and emergency response services.

In addition to the core surveillance infrastructure, Keralavision Kannur Distribution (PDIC) also achieved significant milestones through the meticulous execution of a district-wide video and audio conferencing system, the development of a customized digital signage platform, and the implementation of multiple IoT-based services as part of the project.

The SMART EYE of Kannur District stands as a benchmark reference project, demonstrating Keralavision’s expertise in delivering large-scale, AI-enabled surveillance and smart governance solutions with operational excellence and long-term sustainability.
